Below are some things we covered at our ref. clinic on 12/6/08;  The intent of this list is to identify other calls that might need to be made during our games and also some guidelines officials should follow while officiating our games.  Additional things can be added from season to season and any additions shall be distributed to all three town’s basketball directors.
-The officials need to manage the game, be confident and do what they can to nip things from getting out of control.
-If something is getting out of hand, officials should call their own time out and either have players go their coaches or if needed address all of the players before resuming play.
-If a player is acting up, the officials will serve the player, the teams, and the game best by having the child sit on the bench to take a break.
-Traveling should be called if player takes 2 full steps
-Foul shots; players will line up from second hash mark and beyond (Following MPA rules to not use first space for safety reasons)
-If ball is kicked, it should be a turnover
-A defensive foul is typically called during shot, if defensive player physically interferes with the shot, including shoving, slapping, grabbing, etc…
-Non-shooting fouls tend to come from defensive reach ins or being overly aggressive.
-Moving Pick’s should be called if it is obvious the person creating the pic is moving with the person handling the ball.
-When in-bounding the ball, defense needs to give player 3 feet of room and player throwing the ball in bounds has up to five seconds to get the ball in.
-If a player has the ball on the ground, the only way to keep the ball active is by dribbling before stepping or passing the ball.  If a player with the ball is on the ground and stands up without dribbling, this should be called a “travel”
-Officials will best serve the game by positioning themselves diagonally from each other throughout the course of the game.
-Officials should be as clear as possible with their calls.  Remember to use a loud enough voice to communicate the “call” to the coaches, players and fans.
